Application for Service

  • Each customer requesting service is required to provide their Social Security number and sign the Application for Service form.
  • Applicants for utility service must be at least 18 years of age.

Deposit Requirements

The following residential deposit rates are for customers with established documentation of good credit. Credit will be determined by a third-party credit agency. (Good credit will be defined as documentation from the customer’s former utilities stating that the customer’s account is current and up to date; and that the customer has not paid late more than twice in the last year.) Residential customers who cannot establish documentation of good credit will pay three times the normal deposit.

  • Residential Electric Deposit shall be $45.00 for each new connected service.
  • Residential Water Deposit shall be $20.00 for each new connected service.
  • Residential Gas Deposit shall be $45.00 for each new connected service.
  • Commercial and Industrial Electric Deposits shall be figured by using an average of the previous 12 months consumption x 3 months ( to cover a 90 day billing period) rounded to the nearest $5.00. The minimum deposit being not less than $45.00 and the maximum electric deposit being not more $1,000 per each new connected place of business.
  • Commercial Water Deposits shall be figured by using an average of the previous 12 months consumption x 4 months (to cover a 120 day billing period) rounded to the nearest $5.00. The minimum deposit being not less than $35.00 and maximum water deposit being not more than $1000.00 per each new connected place of business.
  • Commercial and Industrial Gas Deposits shall be figured by using an average of the previous 12 months consumption x 3 months (to cover a 90 day billing period) rounded to the $5.00 The minimum deposit being not less than $45.00, and the maximum gas deposit being no more than $1000.00 per each new connected place of business.

 

RESOLUTION NO. 21-XX

A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF SUPERIOR, NEBRASKA:

 

That resolution NO. 21-xx is adopted by said Council to cover customer deposit, effective (________________MONTH), (______________DAY), 2021 (REF. 70-1601 RS Neb.)

 

Section I Residential Deposit Requirements

The following residential deposit rates are for customers with established documentation for credit. Credit Levels will be defined as documentation based on a FICO Credit Score

 

No Credit                              300 – 629

Low/Moderate Credit          630 – 689

Good Credit.                          690 – 719

Excellent Credit.                    720 – 850

 

The City of Superior Utilities Department will utilize a third-party credit agency to ascertain the appropriate credit score for the individual. Following the determination of the credit score, the documentation will be retained for thirty days and then destroyed. Credit documentation must be provided at the time the deposit is made to receive the appropriate deposit rate. If documentation is provided to contest the credit level and deposit rate assigned to the applicant within thirty days, the deposit will be reduced to the appropriate level and a credit will be applied to the applicant’s account. Those Customers Refusing to Undergo a Credit Check will be assumed to fall into the No-Credit Level and will assessed that deposit rate. The City of Superior Utilities Department will cover the costs related to the Credit Check.

Section II Industrial and Commercial Deposit

a) The Commercial and Industrial Electric Deposits shall be figured by using an average of the previous 12 months consumption x 3 ( to cover a 90 day billing period) rounded to the nearest $5.00. The minimum deposit being not less than $45.00. and the maximum electric deposit being not more than $1,000.00.

b) Commercial & Industrial customers may request to have their deposit amount divided into 3 equal payments to be paid over a period of three months.

 

Section III Definition of Connection

A new connection is defined as a connection made on or after the effective date of this resolution. Any service, which has been disconnected for a period of ninety days or more, will be considered to be a new connection when connected. Any residential or commercial service that has an account in areas at the time of disconnection shall be considered to be a new connection when connected .

 

Section IV Status of Deposit

Superior Utilities as a payment guarantee will hold Customer Deposits. No interest shall be paid to customers on customer deposits. Customer Deposits will be applied to the customer’s “Final bill”. Any deposit amount remaining after application of the deposit will be refunded to the customers. Customer deposits will transfer if the customer is moving from one location in Superior to another.

 

Section V Outstanding Bills

Customers leaving an outstanding bill with Superior Utilities and requesting to have service re-connected at some point, will be required  to:

 a.  For Residential Customers enter a deposit under a No Credit Level

b.  For Industrial and Commercial Customers enter a deposit based on the levels in Section 2

 

Additionally, the customer will be required to pay all past due accounts before a reconnection can be made.

 

Section VI Movement of Service

If a customer moves from one address in Superior to another address in Superior and leaves an outstanding balance at the first location, the balance shall be transferred to the new account at the new address. If unpaid, the utilities will be disconnected at the current location.

 

Section VII

a)  Each customer requesting service is required to provide their Social Security Number and Driver’s License and sign an Application for Service form

b)  Customers may request the service in one or more names provided all the applications sign the required Applications for Service Form

c) All applications on the Application for service form will have an equal share in the deposit

d) Applicants for utility service must at least 18 years of age
